Each of the Five Books of Moses is to be decorated with it's corresponding Hebrew letter.  Each letter is illuminated  with symbols of the content of that particular Book.

The letter, "Hay," is illuminated with the symbols of Deuteronomy:  The Torah with the name of Israel written on it; three stars over Jerusalem, alluding to the promised land; a dove among seven stars; the palm tree, symbol of victory and of Jerusalem
